Civil Service Commission
Any borough that has paid police officers has a legal requirement to have a Civil Service Commission. The Civil Service Commission is made up of the Chief of Police, a Solicitor, and three residents of the Borough who are appointed by the Borough Council. New appointments and re-appointments occur in January bi-annually.
The Civil Service Commission was created in order to enforce rules and regulations that have been stipulated by the PA Borough Code. Civil service laws were created to assure that employees are hired and promoted on the basis of merit. The Commission conducts examinations and certifies qualified applicants for positions and promotions within the Police Department; and conducts hearings for police officers that appeal a suspension, removal or reduction in rank in the Police Department.
